Procurement Supervisor

1. Job Overview
Based on the decomposition of the department's strategic objectives, this role involves analyzing procurement demand plans from business units, executing professional procurement activities, and ensuring timely delivery of products and services, quality assurance, and cost control.

2. Key Responsibilities
Responsibility 1: Execute procurement activities in accordance with procedures to fulfill procurement plans and requests initiated by business units, ensuring quality and quantity.

  1. Conduct procurement activities such as tendering and inquiry/comparison based on the type of procurement request, draft, review, and finalize procurement contracts, and track and expedite timely delivery of goods.

  2. Execute procurement tasks fairly and impartially in compliance with company policies and standards.

  3. Uphold the company's interests by controlling material costs and achieving departmental cost-reduction targets.

  4. Coordinate quality issue resolutions with a high sense of responsibility.

  5. Develop and implement procurement strategies and methods for assigned categories, execute overall procurement strategies, and propose optimization suggestions.

  6. Participate in departmental process or project improvements and cross-functional projects (e.g., cost reduction, inventory control, supplier optimization).

Responsibility 2: Monitor market trends, maintain secure supply, foster strong supplier relationships, and continuously explore high-quality suppliers to optimize supply channels.

  1. Understand departmental business needs, stay updated on domestic and international market conditions, select suitable suppliers for collaboration, and maintain positive working relationships.

  2. Proactively engage with industry-leading suppliers to exchange information and provide insights for optimizing supply channels.

Responsibility 3: Ensure Timely Payment Processing

  1. Organize supplier invoices promptly and complete reimbursement and contract payments within specified timelines.

  2. Maintain communication with finance and business departments to provide updates on project progress and invoice clearance status.

Responsibility 4: Organize and Manage Procurement Data and Documents

  1. Compile and analyze annual, quarterly, and monthly cost-reduction data, track cost trends, and monitor achievement of cost-saving targets.

  2. Manage relevant documents as required by job responsibilities.

Responsibility 5: Cost Planning and Value Management
Shift the focus of cost management from post-event accounting to proactive planning and leadership, including:

  1. Cost planning and pre-control: Leverage cost databases and horizontal/vertical procurement cost reviews to identify risks and collaborate with relevant departments to develop targeted control measures, minimizing inefficiencies caused by human factors.

  2. Solution comparison and cost optimization: Provide professional cost-related recommendations to enhance the economic efficiency of procurement requirements, reduce changes, and mitigate potential cost risks.

  3. Apply value engineering methodologies to propose optimal tendering/procurement strategies from a cost perspective, improving procurement efficiency and cost-effectiveness of products and services.

3. Authorities

  • Provide supplier information and maintain contact with suppliers.

  • Recommend suitable suppliers based on procurement request requirements.

  • Propose reasonable improvement suggestions to the department manager regarding procurement processes.

5. Qualifications & Requirements
5.1 Education

  • Degree: Full-time bachelor’s degree or higher

  • Major: Chemical Engineering/STEM fields

  • Language: CET-4 or above

5.2 Experience

  • Minimum 8 years of procurement experience, with preference for experience in bulk raw materials/chemicals/plastic resins/gases.

5.3 Knowledge

  • Familiarity with procurement policies, procedures, processes, contract execution, warehousing, returns, payments, and emergency procurement.

  • Understanding of supply market dynamics (market trends, price fluctuations, etc.).

  • Basic knowledge of quality management systems.

  • Understanding of supplier management (selection and evaluation).

  • Proficiency in finance, taxation, contract law, and tender laws.

  • Expertise in procurement cost control.

  • Basic knowledge of import/export trade and exchange rates.

5.4 Skills

  • Strong computer and office software skills.

  • Proficiency in data statistics and analysis.

  • Experience with procurement software.
